Abstract

Penyelenggaran penyuluhan pertanian mendampingi petani sangat diperlukan dalam pembangunan sektor pertanian di Provinsi Nusa Tenggara Barat. Penyuluhan pertanian tidak dapat berjalan optimal tanpa aktualisasi kolaborasi stakholder sebagai aktor yang terlibat. Penelitian ini bertujuan untuk menguraikan penyelenggaraan penyuluhan pertanian di NTB, serta analisis keterlibatan aktor dalam penyuluhan pertanian dengan konsep kolaborasi triple helix antar pemerintah, akademisi dan pelaku usaha. Data dianalisis menggunakan logic model yang menguraikan situasi penyelenggaraan penyuluhan yang dipadukan dengan analisis multi actor stakeholder sektor pertanian menggunakan MACTOR (Matrix of Alliances and Conflicts: Tactics, Objectives and Recommendations). Uraian penyelenggaraan penyuluhan menunjukkan isu mayor penyelenggaraan penyuluhan pertanian di Provinsi NTB yaitu peningkatan produksi komoditas pertanian dengan penyedia utama penyuluhan adalah pemerintah, universitas melalui pendampingan dalam pemberdayaan, pelaku usaha sebagai private sektor, sedangkan layanan penyuluhan ke petani difasilitasi oleh kelompok tani di wilayah. Analisis multi actor menunjukkan balai penyuluhan pertanian paling aktif berperan dan petani memiliki ketergantungan kepentingan paling tinggi terhadap penyelenggaraan penyuluhan pertanian. Temuaan penelitian terkait penyelenggaraan penyuluhan yaitu membentuk ruang konsensus aktor dominan harus berperan aktif mewujudkan tujuan prioritas penyuluhan pertanian melalui sinergi merancang perencanaan, pola komunikasi dan koordinasi kegiatan pendampingan masyarakat pedesaan. Kolaborasi ini diharapkan mampu menjawab kendala penyelenggaraan penyuluhan di Provinsi NTB.
